H.E. Roman Waschuk, Ambassador of Canada to Ukraine hosted the launch of the Professionals for Reform Multi-Donor Fund that has been established by the Government of Canada through its Expert Deployment for Economic Growth and Governance Project (EDGE) in partnership with the European Bank for Reconstruction and Development (EBRD).
The Professionals for Reform Multi-Donor Fund (PRF) provides human resource support to critical reform initiatives undertaken by national governmental agencies. The PRF is a mechanism that enables the Government of Ukraine to access high-quality local expertise necessary to move reforms forward.
The launch reception was attended by top government officials of Ukraine and senior Western diplomats including the financier and philanthropist, Mr. George Soros, who had been awarded earlier that day with the Order of Freedom by Ukrainian President Mr. Petro Poroshenko.
Mr. Soros told the audience that he could not miss the chance to attend the launch of the Fund and used this opportunity to endorse the PRF as a valuable contribution to Ukraine’s path to reforms. He called on donors to join efforts in supporting the PRF. The PRF is Canada’s chosen mechanism to support key reforms in Ukraine and strengthen aid effectiveness by putting resources into one fund which will respond to the critical reforms.
Mr. Dmytro Shymkiv, Deputy Head of the Presidential Administration of Ukraine, told the audience that the PRF now has a seed funding in the amount of approximately US$650,000 from the Canadian government and other donors and the number of experts' placements will reach 50 by the end of the year. Mr. Shymkiv stated that, to tackle reforms, the anticipated need of the PRF is US$9 million over its lifetime.
Mr. Aivaras Abromavicius, Minister of Economic Development and Trade of Ukraine, told the audience that the progress would not have been possible without the many people who had already donated their time and expertise, however the Ukrainian government still needs more effort. He thanked EDGE and EBRD for setting the Fund as a solution that brings donors together and facilitates reform coordination.
The multi-donor Fund is open to new foreign and domestic participants willing to help the Ukrainian government with the best talent needed to implement reforms.
