At the request of Lev Partskhaladze, the Deputy Minister of Regional Development, the EDGE/SCMU team helped to plan the logic of creating in the country conditions to develop a more modern, safe for human and environment living space and sustainable development.
Through several strategic planning sessions in March-April this year, private sector ministries and stakeholders, public activists have developed the expected results of reform changes in the field of construction for 3 years, as well as qualitative and quantitative indicators for measuring each planned change.
Through the RBM approach, the participants of session were moving from the policy beneficiaries’ problems in construction to the solution of these problems. Thus it was determined what the government should do in the coming years, so that everyone could purchase, build and use high-quality housing and infrastructure; the investment climate was improved; and local communities had sufficient capacity and motivation to make and implement decisions in the construction sector.
In addition, a separate session was devoted to the development of a results-based management model for use in the process of performing the tasks of the State Architectural and Construction Inspection of Ukraine for 3 years.
After attending the mentioned strategic sessions, the participants plan to apply the acquired knowledge and skills in the long-term planning in their government institution and implement a system of indicators for monitoring and evaluation of results.
