EDGE/SCMU team guided the VPM Office and line ministries on devising a series of strategies

During two previous weeks our team at the Secretariat of the Cabinet of Ministers conducted five strategic sessions on RBM (Results-Based Management) methodology for the Ministry of Justice, the Ministry of Education and Science, Ministry of Regional Development, the Ministry of Health, the Ministry of Culture and the State Agency for E-Governance of Ukraine.

On December 10, within the framework of La Strada’ and Ministry of Justice work, a Logic model for integrating a gender approach in the Ministry of Justice was devised, and later on, La Strada will continue its further development. The Ministry staff shared that they intend to share the acquired knowledge on gender mainstreaming with their colleagues and apply it after the session when conducting a gender and legal expertise, which was made obligatory by the Government for all pieces of legislation in force and new bills.

At the RBM strategic session for Decentralization in Education on December 13 Ministries of Education and Regional Development together with major donor projects started developing a concrete logic model and road map for the next 3 years in order to ensure effective decentralization process in education sphere and make local communities capable to efficiently manage schools and provide equal access to high-quality educational services in communities across Ukraine.

Last week started with the session for the Ministry of Health where five groups worked on five strategic goals and, as a result, the indicators map for the logic model worked on previous session for the Ministry, was developed.  

On the December 18th, our team helped civil servants from the Office of Vice-Prime Minister for European and Euro-Atlantic Integration to develop actionable roadmap for the next 3 years and discussed the capacity for gender policy implementation. As participants noted, relevant strategic session allowed them to get a deeper understanding of the VPM Office needs and they claimed ready to apply the elaborated roadmap in their interaction with other central executive bodies and in public communication.

The next day, the representatives from the Ministry of Culture together with our facilitators focused their efforts and attention on finding better ways for enhancing the cross-sectoral cooperation with other actors and for solving the issue of beneficiaries’ inclusion and cultural aspect. This one-day session allowed the stakeholders from various ministries, CSOs, cultural and donor organisations to jointly devise a goal tree for 5 years, expected to render the cross-sectoral coordination in the public policy-making more systemic, integral and efficient.

At the end of work week, the strategic session for the State Agency for E-Governance of Ukraine resulted in development of the indicators system for three strategic goals to measure the progress of e-services implementation in Ukraine. The Agency representatives skilfully differentiated the qualitative and quantitative indicators, suggested for further monitoring and evaluation of their own work.
