The Professionals for Reform Support Mechanism (PRSM) was established in 2015 by the Government of Canada through its Expert Deployment for Economic Growth and Governance Project (EDGE) in partnership with the European Bank for Reconstruction and Development (EBRD) to support reform initiatives that represent a change in Ukraine. The PRSM was created to address the lack of unified approach in providing human resources support to critical reform initiatives.
On May 26th, 2016 the EDGE Project hosted the Professionals for Reform Business Lunch for experts that are a part of this vital mechanism (PRSM) to move reforms’ agenda forward and to draw together this professional community. This network of professionals, dedicated to making a difference, represent new generation of think tank with clear vision of better, corruption-free, progressive future of Ukraine. EDGE Project is dedicated to building the network of experts working on government reform initiatives outside civil service.
H.E. Roman Waschuk, Ambassador of Canada to Ukraine, shared his excitement to be witnessing transformations that Ukraine is experiencing right now and said that he is honored that Canada takes part in supporting Ukraine at this period of time. He emphasized the importance of EDGE Project in enabling Canada to be actively responsive to the needs of the Ukrainian government to implement reforms. Ambassador Waschuk thanked the professionals who are moving forward the reforms in Ukraine, especially when there are not always many incentives, other than building a stronger Ukraine.
Mr. Dmytro Shymkiv, Deputy Head of the Presidential Administration of Ukraine and Chairman of National Reforms Council, admitted that the civil service reform is not possible without qualified and dedicated professionals who literally work day and night. Mr. Shymkiv encouraged the reformers by sharing the examples of reform process in countries like Singapore, Georgia and even Canada, stating that such transformation actually take a lot of time and it is important to persevere. He expressed hope that most of the professionals engaged in PRSM will join the government as civil servants once the civil service reform is completed. He added that "We can work as a team and win as a team. But if we choose to work as individuals, we lose as a country.”
Mrs. Tawnia Sanford Ammar, Director of EDGE Project and Agriteam Canada Country Director to Ukraine, who chaired the meeting, introduced the initiative and announced that this event is the initial point in a bigger chain of capacity building events following the launch of new Professionals for Reform Platform. It is designed to build the network of reformers, to strengthen professional community, to communicate reforms to the public as well as introduce the reformers, who are determined to deliver change.
EDGE Project is funded by Global Affairs Canada and implemented by Agriteam Canada Consulting Ltd. is helping Ukraine move towards a democratic and prosperous society by advancing citizen-centered democracy and promoting sustainable economic growth.
