The Professionals for Reform Support Mechanism (PRSM) provides human resource support to critical reform initiatives undertaken by the national governmental agencies. PRSM is a multi-donor platform, which improves coordination of donor efforts for greater impact and avoids overlap of donor funding.
EDGE implements PRSM in partnership with the Ukrainian non-government organizations “Foundation for Support of Reforms in Ukraine” which is the contracting and financial vehicle that supports Project Management Offices (PMOs) of the Ministries and Government Agencies. PMO is established as a non-governmental independent entity that works in collaboration with PRSM according to the approved Plan of the Ukrainian Government as well as ensures coordination between relevant stakeholders. Together, PMOs and PRSM, provide the necessary oversight, management support, resources to deliver reforms. Together with stakeholders PRSM develops reform initiatives (RI) that include clear vision of concrete reform which is part of a bigger reform stipulated in the Government Action Plan as well as sets measurable goals and develops experts ToRs. After an RI completed PRSM monitors and evaluates achieved results.
PRSM has operated since October 2015 and operates with the leadership and support of an EDGE-employed manager, operations manager, finance officer and HR assistant. A Procedures Manual has been completed which mirrors many of the good practices and GAC-compliant standards that are followed under EDGE. The set of procedures ensures transparency and consistency in placements.
PRSM launches publication of infographic on the results of the project teams’ work in various ministries and government agencies. Infographics will allow you to receive comprehensive information on the reform - from the challenges our experts faced with up to real steps have been taken to overcome them and results achieved.
